In fact, there were two printings of the surcharge!  This does seem suspect to me, but I haven't been able to find any documentation one way or the other on the nature of the reprinted surcharges.  Were they only made on the second printing of the base stamps? 

Look at the surcharge ink to tell which kind you have.  The originals were surcharged in Kyzyl in a black or red lacquer-like finish (very shiny).  The reprinted surcharges are dull and smudged.
