All the "normal" worldwide catalogs, as well as the couple of Romanian specialized books I could lay my hands on haven't helped identify these. I suspected they might be revenues, but those cancels look postal (do they???) and they weren't mentioned in Erlos' book on Romanian revenues. 

Update:  Two people have suggested they are Romanian newspaper stamps.  Does anybody know of a catalog for such stamps?
